I've been trying to think of a workaround to it, and there isn't a clean solution, your method definitely does slow it down though. I don't think there were that many 20+ boxers though, but if they wanted to be disruptive they could be. Especially being able to report someone and have them get the boot temporarily.

The idea I proposed to them about 2 years ago now was a sliding restriction on concurrent accounts.

2: No restrictions.
3: Restrictions kick in.
5-10: No follow.
11-20: No follow, no report, no kick votes.
21-40: Separate shard. Basically unrestricted play but segregated from the rest of the playerbase.

This way people can play however they want without impeding the gameplay of others. If I want to play WoW all by myself and have the funds to do that then why not allow it? Just have the tech set up to allow it.

The way they are doing it now is unfair to people who dual box. That and these hard restrictions on party play are another problem. I understand how content design works but flex parties need to be a reality already. Hard locking content to solo / 3 / 5 characters is a problem that's long overdue for a correction. The easy solution is to have a baked in scaling system that flips health, damage and mechanics at certain intervals. For everything even open world questing.
