RAF, granting Levels (A<B<C<D<E)

druid on D now has levels, can he grant levels to C account now, or do the levels need to be "earned" ?

For every even level that you gain (up to and including level 78), no matter how it was earned, gives you one free level to grant to the veteran (recruiter) account.
