Some stack Haste and some stack Mastery.
Of course after: Hit, Spell Pen, Str and Res.
Most don't go for Crit as their stat.

If it goes live, that's a bit of a boost for the Haste camp.
Not sure how much Haste would be needed, to reduce that to our 1.0 sec GCD.
