It's called Shadow Crystal Focusing Lens, it takes a jewelcrafter to makes this. It has 40 charges and takes 1 shadow crystal to make, so very cheap.

After a fear you could cast that macro instead of interact with target. It's instant and makes your toon facing the target automatically cause it casts a harmless beam on them.

I'm not sure if there is a minimum level requirement to use it though?
