if you are looking to do arena gear and you aren't 60 yet then there is a long way to go... tbh play a lot of AV and get as many honor points as you can... should be once the new season starts (june is best guess atm) you should be able to buy decent stuff with honor. Then you can use this on your 70's to gain arean points to buy the s4 gear.
Not sure from the wording if this is what you are suggesting, but I wouldn't recommend stopping at 60 to farm AV tbh. I would just power on to 70, reasoning being:

1) The honour gains at 60 are a lot less than 70.
2) You are delaying the opportunity to quest instance and earn cash on the way up to 70.
3) Even in crappy gear you can do ok in AV at 70.

If you wanna collect marks, I'd recommend stopping for a few days at L69.
