Conversely, if you're trying to make it difficult for peeveepeen punks to harass people on the ground that can't fight back, it might make sense. Of course, that assumes that the "ganker" types would tend to be people that would never waste their time doing Loremaster/etc. to get these achievements... Just a thought.
