edit -- hm, well, I'm not sure what I did, but I picked up a new quest and the quest watcher appeared. So, not sure if that is working as intended or just a small bug?

The quest watcher only shows quests that you track. Open up the quest log, select a quest and in the Jamba Quest Log toolbar that appeared when you opened the quest log, click Track. Now the quest watcher should be showing all your teams progress on that track.
