Unless you specifically want to finish specific quests in Azeroth for whatever reason (I can think of none off the top of my head...), hit Outland as soon as your entire team hits level 58.

The xp from killing mobs in Outland is significantly higher than in Azeroth, and your group will trivialise all except the instance quests, which can wait a level or two.

I went to the Outlands once I hit lvl 58. Actually, I have had hard time finding quests.

I've done 95% quests in peninsula and 90% in Zangarmarsh, even some very weird gathering quests. And even then I had to grind 70k exp to hit 62 to be able to get last quests in Zangarmarsh and Terokkar Forest. Pretty lame. But on other hand, I have done whole winterspring/plaguelands/silithus and had to grind Tyrs Hand till 58 to go to outlands so I basically have no idea how to quest 58-60.

Well I ended up going to outlands at 58 because I had used quests in winterspring and silithus to catch up a shaman that was 2 levels behind.
I am however forcing myself to do every collection quest to make up as much as I can. My plan is to sit in ramparts until 62 once I finish the rest of the quests. With a 70 rogue ramparts was pretty easy so thats the plan for now.

I would wait until 60; you can run BRS/Scholo if you're out of quests. I've found it really makes Outlands way easier to start two levels later. You never run out of quests, and usually end up with Netherstorm/SMV barely touched. That translates into a pretty ridiculous amount of XP-to-gold conversion.

Edit: It's a lot easier if you're starting from scratch; if you plan it out, and work through two newbie zones, you can get enough of a quest buffer by level 20 to last you the rest of the way to 60. You can do yellow quests nonstop, skip gathering stuff, and still have a zone leftover at 60.

Don't go until 60. I went at 58 and I got to a point where I couldn't get some quests because I was too low. I didn't want to goto Zangarmarsh before finishing Hellfire, so I went back to Azeroth to level a bit more.

    Going at 58:
Too low/behind the curve from Zangarmarsh on
    Tougher kills
    Easy gank target

    Going at 60:
Steadier progression(Moreso if you skip the zangar collection quests with pitiful-as-hell droprates, firefly wings anyone? *shudder*)
    Quicker/more efficient kills
Still an easy gank target but you'll have your skills + gear upgrades
Abusing the new quest exp bonus in Silithus/etc to maximize gain
Biggest perk of finishing Azeroth: NOONE EFFING GOES THERE ANYMORE, you have the whole map to yourself, no competition or ganking! lol

Go at 58, I never ran out of quests, and had all of shadowmoon and half of netherstorm left when I hit 70, just follow Joana's guide and you will just rack up the XP from quests.

It's not about how many quests are left...you'll have them no matter what, it's about not wasting the GOOD quests too early. Now if you wanna grind mobs at 58 that's fine, but why waste the hellfire quest exp that early when you're still benefitting from the 20-60 exp boost with so many easy quests left in azeroth? Finish what ya can then come back and cash in on the good exp a lil later so you're not too behind lvlwise.

Post 2.3, you need 15% less XP for 58->59 and 59->60, combined with the already nice BC quest XP in a place like Hellfire peninsula, mmmm fast leveling AND you can get started on the BC gear.

I can see the advantages on a PvP server, however. I play my shammy team on non-peak hours on our server (PvP), so I rarely have trouble, but I can appreciate a "grab BC loot and head back to Azeroth" strategy.

My whole guild is so excited about my little guys that I'm sure I'll just have a whole slew of people to run me through the first few instances... that's my plan and I'm sticking to it.
