Dedicated devices (keyboard/mouse) or mousing back and forth are the 2 boxing options that seem the safest right now... Straight mouse-over will not do what you want and the only dedicated device option for up to 2 devices all on 1 PC with 1 install of Wow is discussed in the "
Controller thread"... Otherwise you can only get dedicated devices via running each WoW client in it's own PC/VM/MD (Multiseat Desktop)... If you really only want to run things on one PC you you can run one WoW client in a VM have a dedicated keyboard/mouse for that VM while still having your regular keyboard/mouse for the main console (I may run my Healer in a VM just to have a keystick assigned if the controller path doesn't work)... For your scenario you could run your Tank in a VM and have a permanent 2nd keyboard/pad/stick assigned to the VM and otherwise float your main mouse between the Tank VM and the Healer's Wow window to click heal... When clicking to heal on the healer wow window any key pressed on the 2nd keyboard assigned to the VM should still go to that VM even though the mouse focus is on the healer...
If you want to try to have hotkey/keybinds to switch between windows you have several potential options all listed/linked on the Multiboxing tab of the 'Classic WoW Planning spreadsheet' (all of which may be risky as no one knows for sure what Blizzard considers as "streamlining" or not after their May "
no input broadcasting or streamlining announcement"):

The safest hotkey approach is likely going straight Operating System (OS) based and leveraging separate installs of WoW each in it's own drive (or partition) and leveraging standard Windows functionality to switch... You can find that discussed in the linked spreadsheet's 'Multiboxing' tab by searching for '

I am pretty sure the free Wow Open Box can assign a hotkey to each window so you can switch back and forth (been awhile since I tested it but my memory was that it supported that). I think the paid software JMB may also support that. Note that both of those are "3rd party software" and I don't know if Blizzard would consider using external hotkeys for switching via 3rd Party software as streamlining or not. This kind of approach would require you to press 1 kotkey to switch and then another to effect a wow input and to make it more seamless you would need to use some kind of keyboard/software macro which gets into more gray areas... The authors of both of those programs have both recommended not using any Round Robin (RR) features but I have not heard anyone weigh in on hotkeys assigned to specific windows... In the end the least risky hotkey option is likely via standard OS hotkeys but even safer would be to NOT use hotkeys at all and instead use dedicated devices or pure mouse options (or a combination of both)...
As for me if I start boxing again when the TBC Portal opens I will likely try to, before logging into any WoW client, just use Wow Open Box (WOB) to resize/position all of my Wow windows and then fully close WOB before logging into WoW... That or maybe instead one of the other management utilities listed on that spreadsheet that resize/place windows (or maybe see if I like using scripts to launch windows the size I want and then manually place). Once the Wow windows are sized/placed (and any 3rd party software/utilities closed) and I login I plan to use mouse-over-focus for at least the Tank+3DPS and possibly the Healer... The Healer is the one that concerns me the most and I would like to be able to have a dedicated keystick for the healer likely implemented one of two ways:
- - I may try to get the Xkeys keystick to emulate a controller to use wowmapper to control the Healer;
- - I may run the healer in a VM and do a USB passthrough of a keystick to the VM;
I will likely not be using any RR nor any non-OS hotkeys or what not to hotkey windows or anything like that and pictorially my setup will likely be something like this (easy/fast mouse-over-focus via a tight circle over the quadrant for the Tank+3DPS with a keystick for the Healer):
