If you have a priority sequence macro and the first 4 spells are on cooldown or are otherwise uncastable at that moment, you have to press the macro 15 times before you cast a spell. That is a lot of key presses to cast one spell.

Not how it`s working and a good GSE marco will not lockup.

It sims like you have spells on key 1, 2, 3, 4 - If 1, 2, 3 are on cooldown it jumps to key 4
