You can't any more. As soon as you attempt a character transfer, you'll be prompted to remove the heirlooms from said character before you can complete the process in Account Management.

I thought of that after I made my post, because it'd be pretty shitty to move your character and have your heirlooms just stripped from you. I figured they'd have to put something in during the transfer process the same way they stop you from transferring with mail in your mailbox.
Do not send me a PM if what you want to talk about isn't absolutely private.

That'd be quite a shitty move indeed, yes. And that's precisely where it happens, the page where you get warned of any mail in a character's mailbox is also where they'll warn you about your hairy looms if needed.

It can be quite the investment gold-wise to get everything you want for a new Battle.net account, particularly as level 100 versions - but as a multiboxing altoholic, I personally haven't had any regrets beyond the initial dent in my virtual wallet. Apart from the inability to transfer them between Battle.net accounts, I'm quite pleased with the new system. And because heirlooms only cost 1 gold each to transmogrify, you can even level in style without hurting your wallet further.
