And what about the TOS that I linked to? It sounds pretty cut-and-dry.
TOS statements like the one above often aren't applied in the ways we think they are, and often just serve as a catch-all for things like botting or whatever else they whimsically decide. Several games have statements in their TOS that could easily be interpreted to make boxing a no go, but the game itself allows boxing. If the op is hell bent on multiboxing this game, just tread carefully.

Either way, if ISBoxer or HKN don't suit his needs, I doubt anyone is willing to build an application from the ground up just for Fiesta Online. /shrug

You are not permitted to use software: (a) that places an excessive load on the servers operated by gamigo, (b) that systematically or automatically execute commands or functions inside the online games (for example, bots or macros), or (c) that may be used to reproduce or analyze the online game or to reproduce or analyze elements or content of the online games (apart from the content owned by you). - link" Rules like this don't specifically ban programs that are designed not to "read the client" or automate, though they can apply this rule at their discretion to anything that violates the the nebulous "spirit" of the game/rule.
Most of those games don't outright say "You can only use a single account. Multiple Avatars are not permitted." or "Owning more than one Fiesta Online account is forbidden by the Terms of Service and is punishable by a permanent ban of all accounts. - link " I don't think it gets any more spelled out than that. It doesn't say anything about not being able to use more than one account in this way or that way. It just says no, period.
This isn't a site for how not to get caught doing whatever you want, damn the rules. Ellay built this site and community up on being ToS/EULA compliant, which is what distinguishes it from bot/hack/exploit sites and that's the standard I'm going with unless Lax comes in and says differently.

but ya "Multiple Avatars are not permitted" then its kinda of a no you can not play anymore then one char at the same time. Games like wow does not support us (eg@ removing follow from bg's for some other reason but not leaving it in just for us.) but we can play Multiple Avatars and even kinda support owning more then one account.
