I think strangulate is one of the best abilities in the game. If you glyph it you get 7 seconds of no casting if it interrupts a cast. That is a ridiculous LONG time for a healer not to be able to heal. And if you are good enough to manually strangulate then that's 4 times you can lock out a healer (not counting diminishing returns.)

One thing I'm not sure of is can you trinket out of silence effects?

No you can't. But I think it is a magic affect so can be dispelled by others, not sure on that though.
