You are saying it like it's a new change. Blizz have been doing this new set of gear every major patch for like 3 and a half years now.

Actually people have been able to save 8k before. Conquest + justice to get a jump on the other teams.

Saving up 4k CP, buying conq gear before the patch, then selling back after the patch for full CP was a cheap method to get ahead, and I can pretty much say on behalf of Blizz that it wasn't intended to be possible. I'm glad they are changing it.
