Yes, you can petition a GM to see if they can delete an inactive or unused character's name which was
"saved." I am not familiar with all of the terms that must be met in order for you to actually get a GM to
make a name available to you.

gm said to to me a few times even though x name never logged in or show on the amory they said the only way is get the owner to del the name. but now there not letting us use ACCII art i like to see how soon we going to run out of names (then usa has random names)

Yes, people who are currently using names with ASCII aren't going to require a name change. Here's the
excerpt from the patch notes that I linked earlier in this thread:

North American realms (excluding Brazilian, Latin American, and Oceanic realms) no longer permit letters with accents in
character or guild names. Existing character and guild names with special characters will be unaffected by this change.
