upto level 100 was made from what tey said once. but if they wait till next year bizzcon 2012 to announce it. then it more like 2013 till we see anything. from the sounds of the dev talks 4.3 soulds like the last raid and firelands hc been clean out on day one then this not going to be a long one though they culd add some hc agean.
On some level, I would assume that they are working several expansions ahead. There's simply too much work going into new zones and quests and items, etc, that you can't develop them sequentially and expect to release a new one every 12-18 months. I can only imagine how long they were working on the old-world revamp in order to allow flying in those zones, while still telling players that they 'hadn't made plans for it yet.'
As for the document re: Vengeance of the Void, I didn't see it until I saw the "it's a hoax" messages so I don't know how I would've reacted. Though some people did point out that it had several red flags. Aside from the header and address and the "neglected shadow priest class" line, someone pointed out that it really didn't read like an internal memo giving guidance to employees. It read like a "let's show people what we intend to add to the expansion" memo... and no one writes memos like that; you have meetings to discuss that kind of thing.
I dunno, even later this year seems a bit early to do more than give a quick glimpse of the next expansion. I'd be happy if the main announcement at the next BlizzCon is "Diablo III is ready to ship."
