I think it's mana totems that were changed to not stack many patches ago (don't know, my shamans are proficient at gathering dust)

I have no idea why I thought health stopped stacking. I remember when the mana stopped a long time ago. I was in the middle of leveling a large number of teams on RAF so hard to keep up.
