I'm affraid that's just not really the case. You just don't get a queue if you queue for any BG when it's not the call to arms since there's nobody else queueing. I've done my share of premades 2 months ago. What possibly is the case though, is then when you queue for a non random non Call to arms BG as a party you get thrown together with people who queue'd for random BG. I haven't sorted that out yet. If you join as a raid, more then 5 people then you probably won't be thrown together with people who queue for random BG.
