so i am wondering if i where to run SM Lib,Cath,GY,Armory and then Reset all instances will this count as 1 of the 5 lockouts per hour?

Yes, I usually take a stroll by Herod too, just to not get locked out. But feel free to do all four wings, it still counts as one.
