By dynamic I'm guessing you want it to change the FPS depending on if the window is the main window or a smaller window. If that's the case, then that's exactly what the command I said does. It limits the FPS if the window is not the current focus.
yes,Main window full 60 fps and slaves at 25~ 30. Setting WoW will only effect how current window is running. You could use /set fps in the PIP macro (not actual wording)
