Did you forget to set a Hotkey for the Mapped Key? We only see a screenshot of the Action portion, which looks correct.
Aside from that, the only other thing you'd need to do is Export.

You have to set the key you press to activate the map, which is found when you click on the map name (eg shields or whatever you called it).
You also need to set the key that is ACTUALLY sent to the wow clients, which based on the screenshot you did.
If you are stuck, do a Save As on your current profile, do a clear profile, click on the Wizard, follow the prompts then look at the resulting key maps. Its a great way to reverse engineer the basics.
I have done this if im not wrong. Looks like anything i do, if i edit a existing FTL dps key from the key "2" to "R" or whatever. it doesnt work. First, there is the key you actually push. That is the Hotkey for the Mapped Key. Then there is what happens when you push that Hotkey, which is each Action in the Step. If you have multiple Steps, the next time you push it the next step is used. If you changed the key in Step 1 of the key named "DPS 2" to R, then you still have to press 2 -- and it will press R. If, on the other hand, you changed the Hotkey for "DPS 2" to "R", then you would have to press R for it to press 2. If you change both, then you can press R for it to press R.
