Their is one option that would require a little bit of money but not much... Buy a piece of crap computer with no bells or whistles that can barely run windows xp. Should run you <$50. Then run HotKeyNet (or keyclone) on the second computer passing all keyboard inputs to the secondary window of WoW.
Obviously the irony of the situation is that I'm telling you to buy a second computer, which is not how you wanted to fix the problem, but if you have another computer lying around that can't play WoW, it still can be useful.
