Well there is your problem, have you tried disabling the Nagle's algorithm? the latency trick (Look for Ellay's post).
If that doesnt work you could try a proxy connection to the blizzard servers.

    Definitely disable naggling.

But, "Oceanic" servers are still located in the US. There has been an ongoing dispute with the Australian government of the use of THEIR servers. As I'm sure you know, the government of Australia owns teh intarwebs, there.

Hopefully my information is outdated, but I stop playing when my latency hits 500ms

    It sucks, but whatchagonnado? :P

[edit] If you have fiber interwebz available, I'd highly recommend it. Your ISP will determine just how awesome it is but I'm loving my 9-11ms latency here on Verizon FiOS.

I believe there is a large difference in ping related to server location. Here's a useful link:

    http://www.wowwiki.com/US_realm_list_by_datacenter

Going from Deathwing in Boston to Tichondrius in Los Angeles, my ping went from 150-200ms to 15-20ms. I live in Orange County, CA, which is neighboring Los Angeles.

I have a friend in Australia that said his pings went from 500-600ms on Deathwing to 250ms or so on Tichondrius. If I were you I'd sign on a few and see what difference it makes. You might find yourself a better match that way.
