I am not 100% positive but I beleive the AV bracket is 60-69 not 61-70. Which is why it is nice to fight other lvl 69 people, with less resiliene than a lvl 70 with s4 gear.

In AV it's 61-70 -- But isn't the other BGs 60-69, and then a separate at 70? That would explain it - - However in my battle group getting games at 69 was damn hard, even on honor weekend.
