Haste lowers the global cooldown, so yes it helps you on instant casts too.

You certain of this? Sounds really interesting if it's true. Maybe I'll be the first haste-geared shaman team.. xD

Yes. This is absolutely true.
However, you will need a lot of haste to even notice it.
