I think they need to get rid of the battlegroup concept and just have entire wow population que up.

I mean, you log into a seperate server in BGs anyway... so just massively increase the queue size.
They tried that a long time ago didn't they? I remember the 400 AV queues :P crashed a lot then they did the whole battlegroup thing.
