Back in the day I used CT Mod which had CT Viewport (http://www.wowinterface.com/download...fo.php?id=4493) but as you can see it hasn't been updated in some time. This program did exactly what you are talking about as far as shrinking the view, the chat you can move yourself and the unit frames would require another addon.
