Don't blame Blizzard for the paperwork, blame the underground community that makes money from stealing accounts from other people. Blizzard could just say "Hey, tough noogies, you let your account get stolen", but they go pretty far to protect you from some anti-social fat slob asshole in a shitty apartment wearing a Insane Clown Posse t-shirt stealing your account for beer money and porn.
