Well.. As blizzard has already said, they will do the same in WotLK as they did in BC, make the early level greens about the same as the lowest level tier items available in the previous version of the game, making the first greens you get in Northrend T4 equivalent..
Um.. they also stated that there won't be at all of a drastic difference in gear from TBC to WotLK as there was in the Old World to TBC.
