Maxfps sets the maximum frames per second, this so your alt in the background is not running actually faster then your main - basically helps to balance performance. As for affinity, one misconception is that you have 4 cored and you can spread it evenly across all four - one thing to remember is that you need this one thing called Operating System (OS) to be running if you want to play computer games- so I leave core 1 free for that, and other such things such as firewfox, keyclone, EVGA precision (speeds GPU fan), HWMonitor (monitors temperatures).
So here is my setup:
Core 1 - OS and other windows applications
Core 2 - Main toon
Core 3 - 2 alts
Core 4 - 2 alts
There is more technical details such as how intel quad core is really 2x dual core (if you use intel) and how that affects affinity, but I won't get into that.
