Then they legitimately use the internet. They are accessible from any computer I happen to be on. There is no "activation." They'll Just Work. They won't randomly break if I decide to switch computers or reformat. Web apps worth using will certainly use multiple datacenters for redundancy. They'll never be inaccessible. (eg, google docs)

Apples and oranges between web apps and keyclone, I'd say.

edit: Ahh sorry, I apologize for completely derailing the thread. And in all honestly, keyclone would solve OP's problem #1 and indirectly solve problem #2.
