At least to me, there appear to be a number of more efficient ways to level one's pet than being in a PVP Battleground.

Regardless, non-participation is just that, Chakta. Be in there to fight or to complete objectives, or both. If you're simply "leveling your pet", then you're putting your team at a strategic disadvantage.

Never said we were suspending people for killing harpies or kobolds. Only that were suspending people for intentionally not participating in the battle for an extended period of time.
Remember that your efforts are not in vain. Blizzard likes to banwave people in mass amounts -- typically after an arena season. Continue to report the person for non-participation as it IS actionable. Even if he goes back into combat to remove the debuff then just afk's again, it IS against the rules.

You cannot decide not to participate in PvP. You will get what's coming to you -- even if it takes a while for Blizz to investigate and take action. The longer it takes for you to get banned, the more gear they're going to strip away from you. If you afk'ed in BG's for one piece of gear, and then got 2 more pieces later -- Blizz typically takes away all 3 pieces (because the first piece helped get you the remaining 2 pieces afterwards). It hurts all the more to have a nekkid character in the end.
