Well you're going to find that, depending on what level/gear your tank is, you are going to need to let it get some "lead time" on threat. What I do is I typically play as a "clicker" -- that is, I click my pally's buttons -- until she has enough threat to let the dps go wild.
Giving all of your characters a threat meter -- my favorite is Omen -- works wonderfully.
I'm assuming your original question was about bindings so here goes (this is how things are currently):

I suppose you could replace "nothing" with "holy shield" since you will always want to spam holy shield, but that's up to you.

Basically, I assign 2 shammies to "LHW duty" and 2 shammies to "Healing Wave duty". If one of them dies, the other one takes over. This makes it so that at any given time, I have 2 and only 2 shaman casting a heal when I tell them too, or I can have 2 LHW queued up and 2 HW queued up at the same time if I'm taking massive damage.

I am multiboxing cheap though, 5 boxing on one computer and i dont have Xkeys. I do have a logitech G15 keyboard.
I mostly use the xkeys for buttons that are useful but don't need to be right there at my fingertips. Like mounting, or heroism, or water shield/lightning shield. An xkeys is not essential, but it is helpful.
I hope you understand what i was meaning, im dutch so my english isn't that great.
