If you disagree with the policy, then you are within your rights to click "I disagree" when the Terms of Use and EULA pop up on the screen. If you already clicked "I Agree", then you have already accepted the terms of the contract which directly contradicts your opinion. I'd suggest cancelling your account if at any time you do not agree with Blizzard's policies.
The primary purpose (at least that I can see -- and this is opinion) for not allowing account names to be changed even within the family -- is that allowing account transfers makes it easier for hackers to not only gain access to your account but to transfer the account ownership to themselves.
