Getting into full realms?

I have several high level toons on the Alleria server, and am going to open a second account to start dual boxing. I think Alleria is currently full, so is there any way to create new characters on the second account in Alleria? If I transfer a current Alleria character to the new account will that let me create new ones in Alleria? I'd like to be able to pair my current toons with new ones created on the second account. Thanks for your help.

Should be able to create new characters. I have before on full realms, maybe just not when the realm have a queue on it.
