Ah, I see they had a large period of free and paid character transfers since the Oceanic servers were so populated. The server I was thinking of was Cairne - it was stated that there would be no character transfers for 6 months:Originally Posted by 'BigSmitty',index.php?page=Thread&postID=79193#pos t79193
"We’ve opened a brand new PvE realm to be added to the Emberstorm Battlegroup. This is a new non-transfer realm and as such it will not be available as a destination for Paid Character Transfers for six months. We invite new and old players alike to join this realm and begin a fresh adventure in Azeroth."
Unfortunately, Cairne is a PvE realm, so I have no interest in it. However, within 3 months, the realms population was large enough that Bliz was offering free character transfers OFF the new realm. It goes to show that new non-transferable realms are very popular, as many players are looking for a fresh start. It's unfortunate that they haven't tried this with a PvP server recently. Many PvP servers tend to have population problems (Kalecgos? I HATE this server, but many RL friends play there), but a fresh non-transferable start may be a way to keep the population on a PvP server healthy.
Just look at the population of Cairne - that's what it should look like..

Compare that to the old realm of Laughing Skull..
