How do I prevent Main Action Bar buttons from conflicting with macros on BottomLeft Action Buttons 1-12

I see reference to Action Page 1 to 6, in the Key Binding window, but I don't see reference to the buttons on those action pages, I can only scroll from 1 to 2 using the interface.
