Essentially they're moving the lvl40 mount to lvl30 and making it cheaper, so yes. Whether it's worth getting the lvl40 one now though still depends on if the wait till this patch is more inconvenient than the gold, from what I've read this hasn't yet hit the Patch Test Realm so it may be a while.
