What is the best method to level 2 mages?

I still reckon instances are worth a go if you can run up enough quests within them - something along the lines of 5 or 6 at least. There's quite a few instances on the Horde side that you can do that in - RFC, WC, ZF, Maraudon, BRD and LBRS - all of which can be hit before you reach 58 and port into Outlands.

Beyond the efficiency of it though, I also still like to hit most instances at least once, for the practice (and enjoyment factor) of them.

Yep, I agree. Some of the instance quest rewards are nice blues as well. I also use my 70's to farm specific drops for my lowbies if I feel they are worth the time to get.
