For most fights you will be using retribution aura. The bonus effect from devotion is minimal at 70 and does not scale. Having retribution aura will greatly increase your threat generation on multiple mobs.
Well it might be just me, but I NEVER use ret aura, I dont have a problem keeping aggro really, and the extra armor is always a bonus, even if it doesnt scale.
