Question about wikis shaman pve 41/0/20 template

I was wondering:

Why does the shaman template on the wiki (http://www.wowhead.com/?talent=hEckV0MsAotZx0ek0x) contain Elemental precision and Natures Guidance? Assuming you drop your ToW you are at 15% +hit (16% is the cap for lvl 73 raidbosses). When you are Draenei there seems to be no point at all in speccing the above mentioned talent and any other race usually has no problem hitting 16% through gear either. Did I miss something about the mentioned talents?

Well, assuming that we're not ALL draenei... if you only need 2% (or 1% for draenei) +hit from gear, you can use your other sockets for....?

Though, I do admit, alot of ele gear is littered with hit -- in which you'd probably want to rearrange your points once you reach that.

Nature's Guidance would be the weakest stat for elementals, who rarely if ever melee. I'd go Ancestral Healing for those clutch Hydross nature form moments when you find yourself spamming rank 1 healing wave on the tank in the hopes that it procs the armor buff so you're not TOTALLY useless.
