I can as soon as I come from work (in around 10 hours from now on T_T) post you my settings which are PERFECT to create a high quality video, I got my last video (raw but already cut version 5 gb) to 280mb and since you have 500mb per week @ vimeo this would be okay I guess and the quality is just great imho. (http://www.vimeo.com/899034 my first video, please do not comment on that one, I already got an exhaustive amount of critics on that, its just for the quality)

So, I personally use:

Format: Windows Media Audio 9.2
Attribute: VBR Quality 10 blablabla

Modus: Quality VBR
Format: WMV9
Size: HD 1280x720
nothing else changed

These Settings I used for the posted movie, 280mb for about 11 minutes.
