Default How to fix FPS on 2 monitors

I'm trying to run two versions of the same game, Archeage Unchained. I am not trying to use any programs to control them. The issue I am having is that when I have one game targeted the FPS is 120 on the targeted game but the other game is hitting anywhere from 1-80fps. As soon as I target that game, the FPS jumps to 120 and the other game drops. I'm using MSI afterburner with Riva tuner and it's showing my GPU pegged at 99%. Game is running DX11, maxed graphics at 2560x1440 resolution. I know that the computer can handle this better than this. I just don't know where to start or what to do to make it so. Any help you can lend would be greatly appreciated.

I don't think its a hardware issue. It sounds like the game has a setting for foreground and background fps, especially considering it only drops when you tab to the other client. Have you gone through the graphics settings?
