Max Gear Level without Raiding?

Hi,

TBC was long time ago and I don't really remember it.

Is raiding in TBC a must to get a good gear level (like it is in classic)?
Which gear level is achievable with heroics? What is the item level difference between BIS non raid and raid gear?

I haven't found an easy tier spreadsheet that displays the gear by phase.

There are some guides at WoWhead that show the best in slot pre-raid which includes quest rewards, regular dungeons, & heroic dungeons verses the Phase 1 list which includes those and season 1 PVP gear and Tier 4 list to get an idea of relative differences. The Phase 1 list includes alternates which come from the non-raid sources as well (at least for the Prot Paladin that I was reviewing).

For example, for each class/spec you can review the relevant guide(s). For Prot Paladin:

If you compare those side by side you can see that for each slot each list gives what is considered best (sometimes by perspective like defensive vs overall/threat) as well as alternatives which may be viable or at least decent options and possibly easier to obtain than the perfect best item.

In the above example for the chest slot each list gives 8 options for that slot (best vs viable vs optional vs etc) and if you compare them the Phase 1 list has 3 new chest options added from Raids which dropped the bottom 3 options off from the pre-raid list...

If I find a good spreadsheet by tier I will try to remember to circle back and post that as well.
