https://WowOpenBox.org allows you to control multiple WoW clients on the same PC, with a single keyboard+mouse, on one or more monitors (you can use more than 1 monitor but you don't have to).

It's as ok as any other post november 2020 solution. It won't shield you if you RMT or otherwise do stuff that will get you banned with any software or without any software at all, but otherwise is afaik the most compliant, safest (least intrusive, no hooks, doesn't run as admin, etc...) software solution by design. Otherwise there are many threads about hardware boxing too.

Edit: it won't solve the OP's request though which seems to be multi seat single PC and not multiboxing
