If you have a priority sequence macro and the first 4 spells are on cooldown or are otherwise uncastable at that moment, you have to press the macro 15 times before you cast a spell. That is a lot of key presses to cast one spell.
[edit] I think I misinterpreted how it works. It would take 5 key presses.
