in retail it is punishable, but multiboxing has nothing to do with the reason it isnt allowed(same rules for solo, group, and multi), and it's not a black and white decision but instead a GM makes their own choice whether or not the offender was causing the game to be unplayable for others by camping important npc's. The GM doesnt just outright punish the offender either, they do give ample warning and ask politely to alter gameplay. When you see someone punished for this offense, they will have definitely declined the GM's requests to stop knowing they are likely to get punished. (i personally believe it's a bad rule and signing up for pvp servers/enabling pvp means you should understand you can be attacked and killed anytime anywhere).
In classic when the issue first came up, blizzard took a hands off approach similar to how it was in vanilla. Only extreme camping was punished, and by extreme i mean camping for half a day or more, and the punishments were very light. But now with phase 2 and the impact it has had on wpvp they really can't punish anyone for it because of how prevalent it is. I'd be shocked if anyone got in trouble for camping zones atm. When BG's open up on Dec 10th all this changes and i think we go back to the retail-like ruleset disallowing it to nothing more than a couple sweeps through an area. But no worries, expect a GM whisper before you ever feel as if you are crossing the line and as long as you comply your accounts will be A-okay.
