Crushing blows are not a consideration in Dungeons so for most dungeon focused groups Paladin has lots of benefits. For some dungeon teams that also PVP the Paladin Tank can turn into a redundant PVP healer which can really help viability. If you want to have a Raid Tank then I agree Warrior is best.

I would not do a Bear unless you are fine with regular size pulls as Paladins and Warriors are better for AoE/large pulls. If you are going to be doing regular pulls and dungeon boss fights Bears can be great.
