Every WoW account is given every expansion previous to the current, so you don't have a "WotLK" account, per se, you just have a WoW account without the current expansion. (If this was what you were even referring to by listing that information.)

We won't know whether Blizzard is flagging WoW licenses or just BNet accounts with active game time on one of its accounts, and unless Blizzard is able to clarify before tomorrow's test begins, then we'll just have to wait and see. The language they use seems to indicate that access is being given at the WoW license level (as it will be after Classic is launched), rather than the BNet account level (which is how all testing up to this point has been done), but, again, we likely won't know before tomorrow's test begins.
