The old engine uses 80ish % on 1 cpu core, then is able to spread the other 20% on other cores. You could f.ex assign 1 game to 4 cores (8 threads), at 4,2 gz or assign 1 game to 2 cores (4 threads) at 4,6+ gz. The fps improvement could be around 30% on the one with fewer cores, but higher clockspeed.
So it likes few cores, at high overclock, if you want to minmax it.
If you want to buy a huge cpu, and wish to try assign 4 true cores (8 threads) to each game, its possible. It will ofcourse still be a lot better than having a less cpu and having the games fight over the same cores. Let us know how it works out, if you want to give that a go.
Other new games, that is not cpu bound: any decent cpu at 4gz would be plenty. The main fps improvement will be based on the gfx card you got. As in: spend more money on gfx card than cpu, for other games than wow.
